Third tier would be my estimation. This is like speeding as far as illegality. They probably will never pay the piper for thumbing their noses at the rules of this Forum about continued harassment and in a gang like fashion. And the police would have better things to do than chastise some seniors who bully and harass people on a public message board.
They do hurt the reputation of TOTV though.
