ANOTHER one of their crappy decisions. So, there's NO LIMIT on the public's responsibility to educate EVERY child? If the school can't do it, they MUST pay for it?

We have an entire race who hasn't been educated by the public schools...do they ALL get to go to private school now? For "free"?
