Republicans had 7 years to try and write a replacement bill for Obamacare. They didn't do it. Now, the GOP House voted and passed their version. The Senate said No. The Senate wrote theirs. Several Republican senators say No. It will not pass voting. The whole ing will have to be re-done as a compromise but that will take many, many months.

What happened to "On Day One, I will repeal and replace Obamacare! I have a so much better plan!"
