Is it currently difficult for anyone to access museums and other city supported services because they have not issued ID cards? If so, could you explain how the ID card is going to remedy this?

Will ILLEGAL immigrants be able to get drivers license and open bank accounts? If so, can you explain how that is going to encourage people to be lawful? Can you explain why the ILLEGAL immigrant should have the same access to these things as a legal immigrant??
