Just to be clear, T&D was lower than everyone except Fiesta, but with Fiesta their proposal was so lacking in detail that I couldn't make an apples-to-apples comparison to determine what was and was not included. With T&D EVERYTHING was spelled out and clear what is and isn't included. Without details in their proposal I couldn't determine the final all in cost from Fiesta.
