Do you think they don't know their dogs are barkers? Really! Fact is they never trained the dogs and spoiled them by encouraging the barking instead of stopping it. Dog training 101! So, you might try speaking to them but the truth is they have no respect for others and only want a solution that suits their needs. Cynical? Yes, but most likely you need help from authorities.
