A dog that is barking all day is generally frantic... it isn't in their nature to bark for no reason. They may have anxiety when they are left alone or actual fear but they don't just "bark". For that reason it would be worthwhile to knock on the door and explain that you are concerned for their well-being and, of course, mention that the noise is disturbing you and your neighbours. If they don't respond appropriately, then calling animal control might seem reasonable but you should do it knowing that the dog will likely not meet with a good fate in a shelter.
