Looks like "The Villages Rules" - again. The development of the world's largest 55 and over community in an otherwise rural county is a unique situation.

BTW, I just had to check out #2, the NM county. Catron county is the largest county in NM in land area, has a population of 3,607 souls and the median age is just north of 60. Its county seat is Reserve and I have successfully hunted deer there several years. Needless to say there are no retirement communities nor many jobs in Catron county. They reached their median age the old fashioned way, aging in place.
