First, even when a restaurant includes a drink, mostly wine with the meal my wife and I reject the offer and stick with water and lemon.
you define as "cheap"those individuals who switch from booze to water once happy hour is finished. what you label cheap others view as getting value for their dollar.
I can tell you that both my wife and i have a low tolerance for alcohol. succinctly stated I have felt a buzz after only one glass of wine/beer..forget the hard stuff one shot floors me. so some of those folks who switch to water/lemon may be doing so because they have reached their alcoholic limit.
finally my best friend owned a number of restaurants in N Y. he told me more than once that he didn't make money on food but over the bar
