Bruce are you running your irrigation system? Does the stain look like rust/orange colored? If so, that is because of the recycled water from the irrigation system that has sulfur in it. I've never heard of the gutters making a stain on the concrete. The only solution is not to run the irrigation or to have it that it doesn't hit the sidewalk!
But the answer is yes you can tie into the French drain already there. But I would highly suggest a professional doing it so you do not jeopardize the French drain that is installed already!
