A monitor who is doing there job will not allow that. I have seen the monitors at Hacienda Hills Country Club pool stop this behavior many times.
One time a young girl around ten years old would squeal and whine when her brother swam by---not paying any attention to her. I put up with it for quite a while and then gave the mother a dirty look. She told her daughter to quit acting that way because people here are not used to children. She said it in a snotty way. The child did shut up and lo and behold she started having a real good time and met others her age. You would think the mother would learn something from that but I doubt it.
