When and why did it become wrong for a person to wear an item of clothing or costume that was not characteristic of his ethnic background?

If WE can't do things because it's part of "their culture"...well then it's ONLY FAIR that they can't use things that are part of OUR culture.
They can't use wheels, electricity, oil, most of the foods which were developed commercially by white people. No musical instruments...those are OURS. No sea travel, no air travel, no cars or buses either. No radio, no TV, no computers.
