Our neighborhood adult pool is on a busy stretch of Canal St...yes, I have seen various workers stop and use the bathroom facilities. Personally, I don't have any issue with that. I have never seen them in the pool area using the (outside - Russ) shower, tables/chairs, or pool itself.
If they hung out inside the pool area, they would be subject to ID challenge by the village watch (or Rec dept???).
To me, this is not an issue in my area.
