Actually, this was their headline:
FEMA hauler’s subcontractors head south rather than pick up Villages debris

I think your misconception came from the fact that Crowder was not a subcontractor. They were the contractor, who in turn were using subcontractors to help with the hauling. The hauler never pulled out; the subcontractors did, to go south where they would make more money.
