Nope...recall, he took TWO campaign trips instead of staying in Washington and working.
He was wishy washyt in the last two epweeks, and never left his office to work congress.
He is a basically very lazy and uninterested man
He did nothing as President, where he controlled the "bully pulpit" and all of congress.
He took those two trips and instead of actuall working

He could have had it done if he worked at the job he was elected to do.
