Why do people make excuses that trash cans are unsightly and because they aren't taken back in when you think it should be done.
If there are "rules" regarding when trash can be placed out, there would be "rules" for when the receptacles have to be taken back in.
I'm a little lost here when you talk about the use of plastic trash bags. Even if you had trash cans for your trash, wouldn't you still be using trash bags? Unless you're speaking of disposal of recyclable materials, then I see your point, but since you mention landfills I'm thinking otherwise.
