The Presidential Records Act might have something to say about this practice. Its purpose, born out of the wreckage of Watergate, was to protect us not only from official misconduct, but from ourselves. To that I would respond that the Obama Administration refused to respond to the clandestine and illegal meeting between Bill Clinton and Loretta Lynch on an airport tarmac.
To that I respond everyone talked up the Trump dossier but no one seems to want to explain who paid for it nor to produce it.
