It's not that simple. You need to look into the workings of a Community Development District under Florida law. The management of TV now and in the future after build-out is a somewhat complicated arrangement that cannot be explained in a paragraph or two.

Gawd no! Not in the slightest.

Not to my knowledge at all.

4. Why aren't there any indoor pools, except for the one at the private spa?

There is no signicant demand for them, like there is no demand for a water-skiing facility or 37-Man Indoor Squamish Courts. Facilities cost money and that money eventually comes from us.
