Better question is what United States department has he not demeaned, and keep in mind, he does this in full view of the world, and most times quotes the now exposed Russian bits.

He has demeaned ALL United States intelligence departments, the court system, any member of congress who disagrees with him, war heroes. It appears he feels he was elected king.

There are reasons that for over 200 years, the President stayed away from the Justice System. His ego tells him that he, and he alone in history is above it.
