Regular carts are limited to 19.9 mph driving speed. It has nothing to do with road speed limits. Regular carts are limited to using multi-modal paths or paths strictly for golf carts. Florida law limits street legal carts to driving on a street with maximum speed limit if 35 mph.
Every municipality can pretty much set their own laws for where a golf cart can be operated.
