I would explain that you have been asking for over a year and have not received a consistent answer. Since the District is required to save all emails under Florida Sunsihine Laws, emailing might be a better approach then a phone call. Another approach would be the request a face to face meeting in the District Office. Also, attend your CDD and get on the agenda to discuss at that level. Just my opinion.
