PVC piping is never used for survey or property markers.
I doubt very much that Warranty would know what that piece of white PVC is, just by looking at a small photo.
I wouldn't have been be so quick to cut it or pull it out without checking with your builder or the person who did your sprinkler system.
It was obviously there for a reason, even if the purpose is no longer valid.
