You just don't get it Bog...as long as everyone gets to vote you will NOT get your 17th changed/abolished. It just won't happen.
If 10 people are deciding where to go and ALL of them but YOU want to go the same place...THAT is where you're going.
If 75% of the population LIKES the 17th and all the goodies it gives them...they will NOT vote to change/abolish it.
IF you get a Constitution change...rest assured it will be to THEIR benefit not yours.
DEMOGRAPHICS is the KEY. A white, male dominated demographic thrives as evident in the world ranking lists...conditions deteriorate as the percent of whits goes down and those of black/Hispanics goes up.
