A quartz will keep better time than a spring wound clock but not because a mainspring's force is lessened as it winds down.

The time keeping accuracy of a spring wound clock is pretty much insensitive to the change in force of the mainspring thanks to insights of Christiaan Huygans, in the 1600's, about how to make an isochronous pendulum.
