I don't recall a single post by anyone complaining about "left lane speed limit drivers" having a valid emergency requiring excessive speed. Most of them are just in a hurry. I doubt cops would accept any excuse other than life or death emergency.
Left lane driver going speed limit and holding up traffic may be breaking the law, but those who want to pass and go faster than speed limit are breaking the law also.
I have never received a ticket for going the speed limit in left lane, I have received a few for speeding
