A well run facility, hospital or otherwise are not excused to run a shabby, below par, unsafe operation "...because they are not big enough...".
The ER has been more than doubled in size with the last expansion......NO IMPROVEMENT....if not worse.
There is no excuse for a poorly run operation. Good management DOES SOMETHING about it.
Thus far TVRH administration at the highest level has not addressed the problem!

Beyond a shadow of a doubt the emergency room at TV is run a a triage basis. I know it for a fact however if you doubt me tell me what system they are using and cite a source. My source is one on one when I was admitted plus personnel friends who are employed there.
