It does not mean "outside The Villages." It means he cannot use a primary care physician that is at an office of The Villages Health. There are many, many primary care physicians to choose from. I have the same coverage as your husband. I see a primary physician that I like very much. His office is as close to me as many of The Villages Health offices.
