As of April 2016 population of TV was 157,000, probably more now so you might want to rework those numbers and percentages.
I am not sure, but based on what I have heard they sold less than 1000 new homes in 2017, a far cry from their heydays of 3-4000 per year. I wouldn't hold my breath waiting for a new town square.
