The developer has been moving the buffalo around and building in their former pastures for many years. It's an integral part of the plan - not so much the buffalo but the use of areas as farmland. They removed buffalo from Buffalo Ridge and replaced them with cows. They aren't building there yet, but they will eventually!
Why would you think it's part of some plot to fool people?
