The exception to this rule is one homeowner who owns a home on a corner lot has had a bright blue roofing material over more than 1/2 of his roof since the hurricane came and went. We are now in January, more than six months after hurricane Irma and the roof has not been repaired. If I thought the homeowner just didn't have the money for the repair I could say that possibly he was justified in taking so much time but, this homeowner just had his lanai enclosed with glass windows so I don't think money is an issue. Does anyone have a suggestion as to what if anything can be done. This home is a terrible eyesore and sticks out like a very sore thumb..

That's beautiful that you don't want to come off the wrong way. Why not make contact with the owner and see if you could help. Maybe someone too his roofing money and took off.
