If a home owner does have golf cart insurance to cover a renter it most likely only covers the home owners liability not your liability. It insures what costs the owner may be stuck with if you have an accident but can't pay the all costs associated with it or if you sue the owner for the costs of an accident.
Think about what happens if you rent a car... if you get into an accident the you pay for it, not the rental agency, but your car insurance probably covers rental cars.
We have golf cart insurance because we know our car policy doesn't cover what happens when we use our golf cart.
But this is just my own speculation, you should do your own due diligence.

I think it is obvious that I am trying to do my "due diligence"
Homeowner does not have golf cart yet but was not planning on getting any insurance coverage to protect the future renters. The homeowner advised they are aware that this coverage is available to them. I don't think they realized that this insurance is likely unavailable to the renters.
