For a very current event like the Challenger disaster they would have to meet up and come up with terms to use to index all the magazine and newspaper articles on that topic hoping that also got the terms the Library of Congress would eventually assign for books on that event.
My fellow U of MN Law School grad-- another boss but higher up the command chain of IAC-- would have been involved in getting the right terms to use.
