You say your silverware does not come out clean; how about your dishes?
If your dishes come out clean, perhaps you aren't loading your silverware properly???

We do not have any type of water system. Our clothes are clean and the whites are white, things come out of the dishwasher clean, we drink the water and don't have a problem.
If your only concern is that your silverware is spotted, my opinion is that's a pretty insignificant reason to have a water system.
