For some, they don't have managers or caretakers watch their homes, they have friends. The friends see the weeds start to pop up but wait until they're overgrown to let the owners know. I think most of us who do homewatch are diligent about telling homeowners long before it reaches the overgrown stage.
Like your daughter, I've had to clean up more than a few of these. I try to get these clients to have their weeds done on a monthly basis since once the weeds have infiltrated they never really go away until new plastic and covering is put down and then you're safe for a short while.
