That is the key to getting answers. What do you plan on using it for? (excuse the grammer)
Have you spent any time visiting TV?
In TV "approved" golf carts are used on golf courses and used as daily transportation vehicles (think car) to do normal daily tasks. Shopping, dinner, meeting friends somewhere, appointments etc.
You need weather protection, it can rain several times a day in summer months. If you (and your spouse/passenger) plan on using it to attend a 'social' event you sure will need minimum protection from the elements regardless of what the weather condition are.
Many residents drive their carts 45 minutes or more to get somewhere. So creature comforts are almost a necessity.
"Approved" TV golf carts are designed, built and accessorized for on-road use as neighborhood vehicles.
I am not aware of any public "utv off road trail" locations near TV.
Your UTV may be worth a lot more $$ to someone in NH than here central FL, although their are many cattle ranches in Sumter County.
Finally, we have yet to meet anyone that says they did not bring enough with them when they moved to TV.
