Almost impossible to do, many scammers (etc.) are using caller ID spoofing, so you ( or the caller blocking software) is fooled. There appears to some help for home phones, NoMoRobo is supported by several cable companies and may be useful. For cell phones you may want to do some searching on Google to see reviews of suitable apps, there are both free ones and paid ones.
