For cell phones, I have the app hiya, which is free. Because I have a Michigan cell number, I had received a robo call from three Michigan numbers almost every single day. So yes, I don't answer, but it is annoying, and with kids out of town, I do have to go to the phone and see if it's one of them.

My friend told me about hiya. Once the number calls (and you don't answer, or even if you do...), you open the hiya app, which shows your call history. Click on the annoying number, and it gives you the option to block the number. I have blocked three numbers and not had anymore calls from those numbers.
