Thought about this some more.....The golf cart will go into the multi modal path on Avenida Central and the car will travel in the main road. Correct? Is there an issue as to who has right of way? I'm trying to picture this but I'm afraid I might not be picturing this clearly.

Anytime you have to cross the path or lane of oncoming traffic, you must yield. The golf cart was making a right turn, that has the right of way just as if he was going straight because the opposite traffic was making a left turn which requires them to cross their lane in front of them. The car should let the cart go straight or turn right, and then proceed if nothing is following the golf cart.
