Correct but they have little enforcement powers in reality, all they do is write the homeowner a letter.
If they still don't comply they tell you to take them to court.

Again, the clash of cultures and child raising. In your face versus a turn in to the rules committee. It makes both sides see red when the others do it. But ONE IS effective. If one is reported to the deeds violation folks you are fined. UNTIL the nasty thing is changed or removed.Or the house is sold. It is a legal thing, that fine.
