Be thankful that Walmart isn't taking advantage of the fact and jacking up the price of the 20-oz loaf to the higher price of the 16-oz loaf.
The answer, of course, would be for the WIC program to accept whatever size the manufacturer can make the cheapest. But that would be too easy.
