Never heard of pop up's on a Smart Phone. If you have Verizon dial 611 and explain it to them. They can waste an hour of your time and you will still have the problem. Try downloading Mr. Number from your App Store it will block known phone numbers that are Bogus and possible fix your problem. It doesn't block every Telemarketer but gets smarter as you use it.
