Again, I fear you are making a blanket accusation. But I will say that a short leash and owner control will keep any dog, neutered or not, from going on someone's lawn. And that's the right thing to do.
We had one that was a marker, he was also an alpha and also had been neutered before a year. I guess it depends on the dog. We keep all of our dogs on a short leash and are careful where we let them go.
