If you look at Google Maps, Satellite view, you can now see the cell phone lot. If you look at the MAP view, it shows the cell lot in the middle of a lake

When you get off the 528 expressway and go south into the airport, you'll be on Jeff Fuqua Blvd. Get off at the first exit which loops you to Cargo Rd. Take a RIGHT onto Cargo Rd and head East. After you go over the top of the southbound Jeff Fuqua Blvd, you will come to an intersection with a sign directing you turn right for the cell phone lot. Turn RIGHT (south) and that will take you into the cell phone lot.
Look at Google Map and see if these directions now make any sense.
