Actually. if 441 speed limit at that spot is 35mph (I thought it was there but might be wrong) a
NON-street legal golf cart can legally cross it as long as there is a golf-cart legal road on BOTH sides and it is at a (per the law) controlled intersection. If he got a ticket (and IF it was 35mph there) he should appeal it.
