Of course Goldwingnut is right. I'm wondering if the difference might lie with whether the purpose of the wall/fence is to provide privacy between 2 houses versus being backed up to a common area like a rec center. I would think with the new Veranda homes in Fenney it would make it virtually impossible for TV to maintain all of that and as a result I'm sure the rules may be different there.
