The system moves water around and uses it to water the courses so the lakes go up and down a lot. I don't believe they can fill it and use it at the same time. Just wait, it will be back up tomorrow.
Take a look at the maps (
Water systems) and you can see they can move water a long way. Quite the incredible system.
