That happened to me in NYC many years ago. I went through the "process" of sending proof etc and finally ended up paying the $125 fine. In the end I would have had to have taken to "ticket court" in NYC.
Just wasn't worth the time or cost.
Hopefully Miami is easier. A cop must have written down someone else's plate number incorrectly.
