Each cart owner pays a small fee, the carts have to have a number clearly identifying them. Now, people can call in to report the odd stuff and the rude stuff and the dangerous stuff.

And just who would you report it to, Not the Sheriff, not Community Watch, not the Fire Dept, who else is left?
