Therein lies the entire problem. There is no competition at the consumer level. Cable companies compete with cities and towns to provide their service without fear of competition for other cable companies. The only fear they have is from satellite dish companies and the reception is not as good or as reliable.
Take away this form of competition and let cable companies compete at the consumer level and you'd see a huge drop in prices and a huge inclusion of more channels.
