As noted above, this is a modification OUTSIDE of your house, and requires ARC approval, please make sure you get this. Your contractor will need to get any other permits. Also, you need to relocate any irrigation lines in this area, you are NOT allowed to have active water lines under a concrete slab. You would be best to call 811 to have any underground facilities located so these can be shown on your sketch to ARC.
If you are not in a hurry, try T&D.

 You may be over thinking his project..... he didn't say he wanted to have concrete poured.
